It should be much cheaper but getting it legal and passing emissions tests, insurance, etc. are where it gets tricky. Japan is a good option if you want a super clean, well maintained or rare example but it'll take you a while to find one even with an importer going to auctions for you (plus you'd have to deal with freight and commissions if applicable).
You'd be better off importing from Canada since we have a bunch of well tuned R32s and there are always a bunch for sale. Heck, I know of people willing to sell their R32s to guys in the states so they can move on to a more modern R.
GTRCanada and NAGTROC are both good resources if you're interested in doing a bit of research.
